The Institute of Public Finance is organizing the annual conference of its journal Public Sector Economics on the topic of Housing affordability: what is new?, which will be held on September 26, 2025, at Hotel Dubrovnik in Zagreb. The conference will gather experts who will present researches and analyses on housing affordability, discuss key policy challenges and the roles of the public and private sectors in housing affordability, primarily within the context of European practices.

The conference will feature a keynote lecture by Professor Emeritus Duncan Maclennan. In addition, experts from European academic and other institutions will present twelve research papers on housing affordability. 

The program also includes two panel discussions. The first one will assess how thinking about affordability policies has evolved and will review current EU and international experiences. The second panel will focus on affordable housing efforts in Croatia, presenting findings from European Investment Bank (EIB) surveys of municipalities and the construction sector, outlining new frameworks and financing tools for EIB’s engagement and experiences of the cities of Osijek, Split and Zagreb in planning, financing and delivering affordable housing.
