The project included:
- The system of local government –local government structure, the administrative bodies and their sources of financing, functions and services of the local units, financing and financial management of the local units, the financing of capital investment, and capital budget.
- Managing local finances – laying down fiscal policy and determining the budget at central government level, strategic planning of the budget of local units, basic structure of the local budget, budgetary technicalities, participants in the planning process of the local budget, phases of the budgetary process, system for providing information, execution of the budget, financing and planning of capital expenditure and projects.
