The objective of the project was to determine the realistic position of scientific and tertiary level education institutions in the system of financing from the national budget. Apart from referring to the basic problems, the research set out some proposals for their resolution, and emphasised the need for the reform of higher education and science for the purpose of building up a transparent and simple system that would be open to the public.
This project was published as a book by the Institute of Public Finance in 2003.
