Within the framework of the project, financed by the International Budget Organisation (IBP) and the Center on Budget and Policy Priorities (CBPP) in Washington, the Institute of Public Finance was monitoring budgetary transparency in Croatia, as well as coordinating the work of experts who were doing the same job in Slovenia, the Czech Republic, Hungary, Bulgaria and Romania. Within the IBP context, with the participation of the Institute’s researchers, an Open Budget Questionnaire was devised, which was used to assess the accessibility of budgetary information to the public and the openness of the budgetary process to civil society organizations. The results of the research were analysed and presented to the public every year within the framework of the report “Opening Budgets to Public Understanding and Debate: Results from 36 Countries”.
