The main goal of this research was to determine the existing state of affairs and conduct an analysis of employees in the Croatian public sector. The analysis was primarily aimed at employees financed from the State Budget (both in the organizational and economic classification). The analysis used data on the number of employees in the public and state sector, obtained from the Ministry of Administration as well as public data provided by the Ministry of Finance and the Central Bureau of Statistics.
The researchers also made an attempt to conduct an aggregate analysis of the employee system in local and regional self-government in Croatia. The collected relevant data were compared to available data for selected countries (although a full international comparison is not possible due to the different extent, calculation methodologies and methods of public sector analysis).
Furthermore, regardless of the research results, it is necessary for the central government to establish adequate institutions and organizations for a continuous analysis of the system and the evaluation of its efficiency. That is the only way for the system to be rationalized and optimized. Possible demands for the reorganization of the system, which is going to need certain improvements, primarily following the European and Scandinavian examples of best practice, should be observed in the same context.
