The project Financing of Sports in the Republic of Croatia with comparative overview of financing in the European Union has been contracted by the Ministry of Science, Education and Sport and initiated by the National Sports Council, the highest advisory body responsible for the development and quality of sport in the Republic of Croatia.
Due to the broadly defined content, the research did not only focus on the financing of sport but also included other areas within the sports system (organization, legislature, human resources in sport, users of sport services, taxation) that influence and determine the system and financing of sport. During preparatory work, and later during the implementation of the project it proved necessary to provide, if possible, a more detailed preview of the state of affairs and trends in EU Member States, which Croatia is about to join. Most, if not all, chapters try to answer questions on the system of financing sports in Croatia by comparing data, normative and institutional framework with those in the EU Member States. The findings vary depending on the availability of data.
The basic idea of research was to respond to questions on the size of funds available in the sport system in Croatia, the sources of the majority of funds and the disposal thereof, i.e. for which purposes and by which criteria are the funds spent. Is the system transparent and normatively well-structured and, most importantly, are the laws implemented in practice?
