The Institute of Public Finance has taken part in the project Good Governance in Croatia. It has researched the openness of the state institutions' budgets in 2012/13 towards the citizens. It had been assumed that the citizens mostly do not understand the information contained in the state institutions' budgets and that they do not analyse it. The goal of this project was to point out the problems and limitations the citizens face when trying to analyse state institutions' budgets and find out how to increase transparency (openness) of state institutions' budgets. The research included all the ministries, the Government, the Parliament and seven sampled governmental offices.
