The basic goal of the project was to research future mid-term and long-term perspective of the incitement system of housing savings in Croatia through analyses of various scenarios and calculate the potential fiscal effects of future business operations of building societies.
The project thoroughly analysed three various scenarios and quantified the effects of potential net benefits or costs for the Croatian State budget.
- The first scenario represented the analysis of net fiscal effects of the housing savings system in case of an increase in the number of savers and number of loan users in the mid-term period.
- The second scenario dealt with a detailed analysis of the sensitivity of the housing savings system relative to the amount of state incentives and the assessment of fiscal effects of the incentives increase on long-term savings for up to 10 years.
- The third scenario examined the possibility of including housing savings in the energetic efficiency programmes through housing loans for high-energy class property, i.e. evaluation of fiscal effects in case the system of housing savings becomes connected with governmental policies aimed at inciting higher energetic efficiency levels.
