Within the European Commission’s Seventh Framework Programme EU Marie Curie Industry-Academia Partnerships and Pathways (IAPP), the Consortium consisting of three leading institutions: the University of Sheffield, Great Britain (Principal Investigator: Colin Williams), Institute of Public Finance, Croatia (Principal Investigator: Predrag Bejaković) and Vitosha Research, Bulgaria (Principal Investigator: Alexander Stoyanov) realised the Project "Out of the Shadows: Developing Capacities and Capabilities for Tackling Undeclared Work in Bulgaria, Croatia and FYR Macedonia".
The main goal was to provide concrete policy recommendations about what policies might work better, based on rigorous empirical evidence, for those seeking to tackle the undeclared economy in the above countries. In particular, the objectives of the project were to:
- Conduct a comprehensive review of the policy approaches and measures being used to tackle undeclared work;
- Empirically evaluate the measures for facilitating the shift from undeclared work into the declared economy in the selected target region;
- Based on the results of the first two objectives, the final objective was to recommend possible new policy approaches and measures (or endorse old ones) that will facilitate the shift from undeclared work into the declared economy.
