During 2018, inputs were provided concerning good international practices for budget transparency and participatory budgeting for two guides: the first guide was intended for citizens and civil society organizations, and the second for decision-makers. In addition, a two-day school "Open Budget" in Podgorica was held in November 2018.
As part of the project, a report on the openness of local budgets was published.
