According to estimates, activities hidden from the authorities account for approximately one-third of Croatian GDP. Apart from undeclared work, which is the most important contributor in this respect, other wrongdoings include quasi-formal employment (i.e. schemes in which registered employees receive part of their salary ‘under-the-table’), financial statement manipulations, various types of criminal undertakings, and corruption as a concomitant factor. Although commonly cited as the main obstacles to stronger economic and social development, so far there has been no systematic monitoring of these practices in Croatia. To address the gap, this project aimed not only to analyse their causes and prevalence but also to determine which groups of citizens and businesses are most prone to these violations.
