Project description:
The overall objective of the project was to build capacity in the applicant European Member States to accompany them in their efforts to deploy or test a Green Budgeting Framework (GBF) at national level, through a training program. This training program consisted of three complementary components/modules: (1) introduction to green budgeting frameworks and practices; (2) country-specific case study on green revenue and expenditure; (3) country-specific guided diagnostic/self-assessment regarding the national green budgeting framework. The specific objectives of the project were to provide the enrolled Member States with:
- Knowledge on green budgeting frameworks and practices (including institutional settings);
- An understanding of the main methodological challenges in the identification of expenditures, tax expenditures and revenues benefitting or harming the environment;
- Guidance as to the areas of improvement to provide the necessary conditions and starting points for a green budgeting framework, or to strengthen the national green budgeting framework to achieve different levels of development.
