Indicators of Budgetary Transparency

The International Budget Organisation (IBP) and the Center on Budget and Policy Priorities (CBPP) in Washington have financed this project since 2003. Within the framework of the project, the IPF is monitoring budgetary transparency in Croatia, as well as coordinating the work of experts who are doing the same job in Slovenia, the Czech Republic, Hungary, Bulgaria and Romania. Within the IBP context, with the participation of IPF investigators, an Open Budget Questionnaire was devised, which is used to assess the accessibility of budgetary information to the public and the openness of the budgetary process to the organisations of civil society. The results of the investigation are analysed and presented to the public every year within the framework of the report “Opening Budgets to Public Understanding and Debate: Results from 36 Countries.
