Promoting transparency, accountability and participation
 

The Institute of Public Finance, existing since 1970 as an academic institution researching public budgets, activated its advocacy work in 1990s. Due to the collapse of the old and the establishment of a new state, transition to a market economy, the war and its political, institutional, economic and social consequences, public finances were in disarray, lacking transparency, government accountability and citizen participation. For this reason we streamlined our activities into a direction that could benefit both citizens and society. Our research and advocacy activities are supposed to enable conditions for more informed and better-argued budget debates, focusing on access to timely, relevant, understandable and reliable budget data, on the revenue and expenditure side. Our research encompasses the tax system, costs of taxation, progressiveness of taxation, fiscal federalism, relations among executive and legislative branches, welfare, pensions, education, public debt, unofficial economy, state aid, etc. always emphasizing the necessity for transparency, government accountability and citizen participation.
    
The Institute has also been active in several international transparency related initiatives. Institute has been a member of Global Movement for Budget Transparency, Accountability and Participation and its director has been the member of the Steering Committee of the Movement and coordinator for Europe. From the very beginning of the Global Initiative for Fiscal Transparency (GIFT) representative of the Institute has been participating in development of high level principles and global norms of fiscal transparency. Institute has been engaged in development of the Croatian Action Plan for the Open Government Partnership (OGP), and representatives of the Institute have been members of the Council of the OGP Initiative.
